Structure

CORES has a structure that is organised to fulfil its mission and goals, strengthening its principles and values. This small structure is supported by its own, reduced funding and based on using outside service contractors.   

CORES’ own personnel have extensive experience in each of the areas in which they perform their functions. This structure makes it possible to fuel the efficiency and effectiveness of CORES’ different activities.

Born in Albelda de Iregua, La Rioja, she began work as an accounts auditor at the Finance Ministry in 1971 after obtaining a degree in Law. She became a tax inspector in 1983 and was a consultant for the cabinets of the Undersecretary and Minister of Economic Affairs and Finance between 1984 and 1994, when she became the first female General Director of the State Tax Administration Office.  

Between April 2004 and December 2011, she was the first woman to be appointed as Undersecretary of the Ministry of Economic Affairs and Finance, a position she held throughout the periods of office of deputy Vice-President Solbes and deputy Vice-President Salgado.   

Between January 2012 and June 2018, she was Finance Advisor for the Permanent Representation of Spain at the Organization for Economic Co-operation and Development (OECD) and the Spanish Embassy in France.  

In June 2018 she joined the Ministry for the Ecological Transition as Undersecretary for Ecological Transition.

She has been a Board Member at TRANSMEDITERRANEA (1987 to 1994), CARCESA (1989 to 1992), CREDITO y CAUCION (1993 and 1994 and from 2004 to 2011), CLH (1994,1995 and 1996), ENDESA (1994,1995 and 1996), ENUSA (1996 and 1997), TELFISA (1996 and 1997), EXPOAGUA (2005 to 2008), SEPI (2004 to 2011), CANASA (2019) and LA ALMORAIMA (2018 and 2019).

She has served on numerous commissions and collegiate bodies: Board Member representing the Parliament of the Autonomous Region of La Rioja and the Social Council of the University of La Rioja; Member of the Plenary Session and the Executive Commission of the Barcelona Zona Franca Consortium; President of Management Company of the Aletas Project, and Vice-President of the Consortiums of Santiago, Toledo and Cuenca.

She has been decorated with the Grand Cross of Military Merit with White Distinction and the Caesaraugusta award from the Town Council of Zaragoza.

Mamen joined CORES in November 2012; she has more than 20 years of experience in various areas of the energy industry, having worked in both the public and private sectors. Likewise, she is the lead independent member of the Board of Directors of Red Eléctrica de España and Member of the Board of Directors of Grupo Ezentis S.A.

In the last decade she has held positions such as Director of Institutional Relations and Communication in BP Oil España, and in the National Energy Commission (CNE) as Deputy Director of Oil Markets. Prior to that, she worked at Union Fenosa as Director of Development Services; in Repsol in the International, Marketing and Petrochemicals areas; and in Enagás in the Cogeneration Department. 

She holds a degree in Economic and Business Sciences from the Universidad Pontificia de Comillas ICADE and an MBA from the IESE.

Within CORES he has worked in various divisions with different responsibilities. More than 20 years of experience in the hydrocarbon field in both the private and public sectors. She joined CORES in June 2012, with 15 years’ experience in various areas of the Oil Sector, both in public and private entities.

Amaya began her professional career at REPSOL where she worked for 4 years in technical areas and corporate divisions (Strategic Planning), and later joined CNE (National Energy Commission) as Head of the Refining, Logistics and Marketing Area for 7 years. After that, she became the Head of Biofuels and Sustainability Area during the creation of the Biofuel Certification Entity for 4 years.

For 20 years she was the CFO at ISDEFE, a systems engineering company with a significant presence in the sectors of defence, security and air traffic control.

Tana worked for 10 years in REPSOL, with responsibilities in the financial and institutional divisions, as Head of the Investor Relations Department. Later she joined CNE (National Energy Regulator) as Head of the Oil Markets Department, a position she held for 11 years. Expertise in liberalization and privatization processes and broad experience in an international domain: World Petroleum Council (WPC), International Energy Agency (IEA), EUROSTAT. She has prior experience in banking and the financial sector (Spanish Central Bank, BBVA and Banesto).

Tana holds a degree in Economic and Business Administration, an MBA (IESE) and post-graduate studies in Energy Businesses.

He joined CORES in 2003. Previously he was a Senior Associate in the Financial Services Department of Landwell, a PwC Legal Services firm in Spain, in the mergers and acquisitions, banking and financial services sectors.

He holds a Law Degree from CEU San Pablo and the Universidad Complutense de Madrid and a master’s degree in the Legal Advice for Business programme of the IE (Instituto de Empresa). Accepted into the Colegio de Abogados in 1994.
